Role
The Project Controls Lead is responsible for all Cost Control, Estimating and Scheduling activities necessary for the successful execution of the project. The Project Controls Lead ensures that qualified, competent, and trained staffs are in place, and that all standards and procedures are adhered to in his/ her effort to set and control plans, schedules and budgets.
The Projects Control Lead is fully conversant with, and has a comprehensive knowledge of all Standards, Procedures and Reporting requirements, the Engineer’s Project Scope, Sub-Contractor Scopes of Work, as well as all Schedules, Costs and Forecasts. The Project Controls Lead is also responsible for the service provided to the Construction Manager and team as well as interfacing with and supporting all contractors in their endeavour to provide a quality service, and to promote and train as appropriate and where necessary. The Project Control Lead is responsible for accurate and timely reporting and interfacing with Area Project Engineers for all Disciplines.
Responsibilities
Duties and responsibilities include, but are not limited to, the following:
Common Responsibilities

• To be personally responsible for ‘Zero Incident & Injuries’.
Specific Responsibilities
• Ensures adherence to the overall project controls infrastructure consisting of the Overall Project Plan, Work Breakdown Structure, Code of Accounts, Project Estimate, Budgets, Project Schedule and resource requirements to execute the project.
• Directs performance measurement activities on all facets of the project – Engineering, Contracts, Materials and Equipment Procurement, Construction and Commissioning as appropriate.
• Identifies problem areas and recommends corrective action as the project proceeds.
• Performs schedule optimisation studies and cost-benefit analyses resulting in a more timely and efficient execution of the project.
• Supervises and prepares staff to respond to urgent Management requests for data, reporting and cost and schedule analyses in a timely manner.
• Lead spokesman for project on all areas of Project controls.
• Provides technical and operational direction to project controls staff.
• Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.
• Identifies, analyses, and provides innovative solutions to cost engineering and planning / scheduling problems
• Analyse sub-consultant / contractor budgets by working with the project teams and take part in forecasting project costs
• Ensures the Change Management process is maintained and cost reports updated and reported accordingly.
• Supports cost studies on as as-required basis
• Ensures that CMS is operational and updated accordingly.
• Reviews and approves all project cost forecasts and progress reports
• Reviews draft construction contracts for adequacy with respect to cost and schedule requirements
• If requested, interviews (in conjunction with the Construction Manager and Project
Controls Manager), candidates for possible engagement.
Required Competencies / Skills
• Ability to act as Lead spokesman for project on all areas of Project controls.
• Understanding both equipment and human resource capability and productivities
• Ability to manage and lead a diverse team
• Knowledge of computerised proprietary cost control systems (training will be provided for custom systems)
• Ability to prepare management reports and provide analysis on base-line excursions
• Ability to assess project risks and understand associated contingencies
• Ability to form & foster collaborative relationships within operations and external contractors / organisations
• Understanding of and ability to follow Company & Client policies and procedures

Qualifications
Required:
Tertiary Engineering qualifications
Desirable:
Previous experience on EPCM Projects
